New Ambience: Halfling Festival

I needed to spend some time working on something joyous this week. Winter in NYC seems to get longer and longer, and with an impending snowstorm (in mid-march!) I had to find sunshine somewhere.
So I thought, what could be more joyous to the desultory adventurer than coming upon a halfing village in the throws of a raucous festival? It could be a wedding, it could be the celebration of a victory – or, it could just be a typical Monday.
As I say in the flavor text: Nobody parties like halflings. Nobody.
