They used to be able commit anyone for any reason at any time, but it was abused. Then they decided you couldn't commit anyone unless they hurt someone. So now we have crazy people wandering the streets. I'm really sorry you guys had to grow up during such a shit show in America. Eugenics is basically selective breeding. Racist pseudoscience.
