toji went after Megumi because he actually is the strongest there. he's the only one there with a domain expansion. also, remember in season 1 Sukuna was saying that megumi has a lot of untapped potential. you could argue that whatever sukuna saw in megumi, so did toji, and that's why he went after him. also lol don't sleep on toji. he's the only man to ever give Gojo an L (besides getting sealed)
