VP Gas Can V2

Found some issues with the original version of this.

- Updated fill speed to be slower

- Made the fuel tank re sellable
- Made the fuel tank re fillable
- Made the fuel tank enterable in order to refill it at the gas station (Cannot tab from it to other vehicles)
- Made the fuel tank able to refill diesel and gas vehicles
- Fixed the fuel tank from disappearing after all fuel is used
- Fixed some coding issues
- Fixed the center of gravity
- Fixed some texture path issues in the i3d

- Once you use all the fuel / diesel in it, it will disappear so no need to sell it. If desired I can make it where it's refillable instead
