September Exclusive: Chrononaut Specialty for Artificer Class

For September's patron exclusive, your recruits, adventurers, and legends voted for the Chrononaut, a time manipulating artificer! There aren't a ton of time manipulation spells in 5e so I did write a new spell, cascade of hours, to round on this subclass' spell list. Enjoy!
