I don't think Tywin wanted to tell Joffrey he should start to show up to council meetings. It was more like Tywin allowed him to come. The location of the meeting is symbolic for who actually holds the power in kings landing. It will remain where it is convenient to Tywin, not Joffrey, end of discussion.

Jeff has a powerful really low bass voice. He's one of the greatest bass singers of our time. At the end of the season you should check out their cover's of the song. Both are really beautiful in different ways.
