Sort of - The idea of FF is good so you don't get Thrasios + Will, or whathaveyou. The List portion is more because people were angry at how difficult it was to get Walking Dead if you lived out of USA. So now lets say they print them in a regular set, but ONLY in a list meaning they you have a 1/4 chance of EVEN GETTING a list card, and lists can be hundreds of cards. This makes it so astronomical of a chance to get even 1 of these as the MTG version. So they walked this back and said they will just be cards in the set. A very good choice by them as it is just as hard getting them outside of the secondary market.

They will not be printed in Commander Set, and they will still be printed with Friends Forever, or some sort of mechanic that makes them ONLY pair with one another. They were at one time ONLY going to be in the List cards, but they have already gone back against that, and will be printed regularly.
