As for why he is suspicious, there was a fantastic chapter not long ago where he explained to Sir Yang (I believe) that Duke Zhao is a dangerous man. A man who killed his patriarch and his grandfather, his emperor and his uncle. Once described by San Dingyong (spelling is super wrong) as "..the young Duke, ... , give him an enemy, and he'll give you a corpse".
A man who was the most favoured in the previous reign and is again. The most powerful official, with command of the imperial guard, the imperial secret police, almost the entire justice system. The most influencial policy maker, the head of a powerful clan, a man with imperial blood and royal ties abroad. A man who knew just what to say and how to the pevious emperor and perhaps the current one. Wenyuan could plunge the country into ruin with a shake of his body, as they say. He could stage a (second!) coup whenever. The current emperor relies on him desperately in all matters.
Advisor Qiu sees this and can't allow this state to continue as a matter of duty. The emperor must rely less on Duke Zhao, grandson to the worst corrupt official ever... And he must be kept on guard against him.
The overt hostility is exaggerated though. Partially advisor Qiu is just a... Tough cookie. Very, very dry and with salty raisins or something. Other than that, I think he is deliberately provoking Wenyuan. Either to get him to show his truer self in front of the emperor, in anger, or to get him to act against advisor Qiu in a way he can then strip him of power for, after, if he survives. Or just to take his measure, see how loyal and virtuous and humble he really is. Interestingly, when the Empress implicated Ibilga in her altered state, screaming, Wenyuan asked a short question with a cold tone and neither her imperial highness nor anyone in that room could help but fear for their lives.

Atp I really wish for a Qiu POV. I honestly don't get what he's thinking. Like, why is he so suspicious and hostile towards Kayla? Is it his personal petty feelings or is it a reasonable though misdirected concern due to a lack of understanding?
It would be interesting to see what is inside that head of his.
