That guy actually got in the archives of the Judicial Review without being seen. Looks like we're back to the standards of the second book, where everyone is completely incompetent at guarding and preventing anything. I do like that Kayla hesitates to just be ruthless, but it won't matter too much if Sima Qi gets killed anyway. And that should happen, because leaving him alive would expose Kayla to a ridiculous degree.
