He's surrounded by sycophants all day every day, never knowing who is genuine... but that shows that his nephew at least truely cares about him and their relationship. honestly I don't know why the emperor is hell bent on being cruel to people who want to love him. none of this would be a problem if he was more consistent and less fickle
