In my opinion the emperor and his actions make sense. He has his own problems. His access to information is limited, and his power is not inexhaustible. I am not entirely sure whether he buys her bs. I get more the impression that he doesn’t care as much for control as his mother. Problematic with the grand duke, but a better approach with wenyuan than the thuggish intimidation fiasco of the dowager. You couldn’t really criticize a ancient king/ ruler, but at the same time, they also had to ensure a degree of separation between themselves and unpopular policies. Wenyuan is exactly what he wants and needs for this, so he doesn’t mind her proper and filial requests for intervention.

On the other he regularly defers to his mother, doesn't seem to understand what's happening under his nose, and buys Kayla's bullshit - BS that a lot of other people seem able to pierce

Hu Qings luck charm is going to be a legendary item, he got it from the guy who got arrested and hit with a ruinous fine, and walked it off all the way to duke-director.
