Nobody would have a good temper when they see the update announcement but found nothing in the website almost everytime, let alone the other issues in that website. You could just use Mega or Mediafire if the web cannot support basic service, or ask PoterColus and LexyGTS how did they made their web fast and stable.

We had to implement this restriction because the website couldn't handle the high traffic before. causing it to crush pretty often as you might remember. We upgraded our server, so it shouldn't be a problem anymore. I'll ask him to set the restriction to 3 days.
