It's usually done hereabouts as part of a TNR (Trap-Neuter-Return) program. Cats, be they strays, abandoned (sadly quite often), or feral will often socialize in little colonies, where volunteers can set traps for them and bring them to volunteer clinics be neutered. This is to prevent their endlessly reproducing more homeless cats to live in privation and suffering. As it's impossible to home them all they are usually returned to the wild. When they're neutered, an ear is "tipped" so that volunteers working the same colony can readily ID those who've already been treated. Luckily for Ed and his family, Tiger adopted them in time!

Apprarenly, they do it when they sterilize stray cats here. One side for male and the other for female... we are told.
