I work with colleagues in the Netherlands and Norway, and I often can't tell whether they are native to the US or foreigners. Their English is so good that they might as well be from the US.

It's really quite bad. I've noticed a lot more written things are translated, even in small shops. Another interesting observation is that whilst Japanese peoples' English hasn't gotten better, the increased migration from nearby Asian countries has meant you're more likely to find someone with good English in a convenience store, restaurant, or pharmacy (in a bigger city).
