They need a Dick and Jane reader like I had as a kid "See Dick run" "See Jane jump". Nice to see your smiling face again.

I can't think of another Indo-European language with a simpler grammar (conjugations, gender, declinations, etc.), not that I know them all but still. So yes they should start by learning the building blocks of sentences, and use sentences as examples.
