Judging by those tyre marks on the safety rail and poles he is wearing the safety gear for a reason.

2016-08-27 07:47:09 +0000 UTCYeah, that is it. Often the helmet and gloves and other stuff are to just make it look like they are working. If you ask Japanese people why the dude is wearing a helmet, that is likely what they will say - "uniform".
