Yeah, it would be a very slow process. I just wanted to figure out my direction now before I got too far into things. Think of it as Rimaru from reincarnated as a slime but much slower since Desa did not swallow some demon lord dragon. So she would not be going and building a huge city out of nowhere.

It is definitely to soon for kingdom building because it is unknown if she even has a chance to building a town without some random strong monster just trampling everything by just passing through.
