2025-10-30 00:15:41 +0000 UTCThe District Magistrate (DM) lady is part of the Indian Civil Services and is the administrator of the district. That department is agnostic of the parties in power. The MLA is an elected representative of the people in the state Legislative Assembly and the 'Pradhan' is elected by the people for the village. So if they are of the same party, the Panchayat Pradhan could report to the MLA. The DM lady's job is not a people elected one and is appointed by the central govt not the state one. The Income Tax raiding officer with his people and his superior who came in the white car are all Central govt appointed employees and are not (at least should not be) connected to the people elected reps to the state govt. In essence, the Indian polity is gram panchayat (village - with Pradhan as head), zilla (district - with elected MLAs. A district may contain many villages), State (with Ministers to the State cabinet and MLAs) and then Central government of elected representatives of the people. The Sachiv (Abhishek) and Vikas are administrative workers and report to the DM (through other stages). So in the village, the Pradhan and Upa Pradhan are the people elected heads and the Secretary and under secretary are appointed by the state administrative services dept to implement the order, schemes and plans as passed by the politically elected leaders. As we get more into this series, it is becoming clear that Abhishek is losing sight of his job as being non partisan to the people in power....
