Diegetically, this would be them reading through the act itself at some point in time, as part of doing research about the kitsune.
I'm avoiding using the G-word since I do not know wherever the patreon polices it, but the content warning is applicable, since the text covers species that the empire kills on sight in a variety of circumstances.

So why is the Monkey King considered a loophole? Unless I'm completely misunderstanding something it seems like exactly what the seeking peace exception is for. Or is the loophole that they handle the first edict by rolling it into the SLIA and then apply an exception from the SLIA that wasn't actually in the Edict?

I’m really curious about the dwarves, given all the hints we’ve been given. But any species involved with possession, parasitism, or hives of insects is a big nope for me.
