No changes to the action, but the stock may need a channel cut into it to allow the bolt handle to rotate down fully.

I have what I hope is not a totally stupid question. Often, there is a long discussion about the use of turned down bolts vs straight bolts. But, other than that obvious difference, are there any other unique changes to the action necessary to accommodate the turned down bolt? Ultimately: why can't a soldier simply remove the straight bolt and use a turned down bolt instead, and vice versa?
