These are a rework of the idea that was the otter bugbear. I decided that the idea wasn't good enough and that the dwarf was a better contender for an otter subrace due to the myth of Otr.
Mechanically, the ortnir are a bit difficult. The otter's ransom feature has gone through may revisions and will probably go through at least 2 more before the final version, but I am decently happy with this one.
Swimming and holding your breath are otter stuff that don't break the mechanical bank in comparison to other dwarf features.
