While an Emperor can declare a border wherever they choose, a wise Emperor takes advantage of borders created long past by the Gods. The River is one such border. Deep with strong currents, and never less than 60 yards across, the River enforces Imperial will better than any wall.

For travellers, the bridge is the only crossing for leagues. While resenting the surly bridge-keeper's fees, they pay and continue on their way, mindful of the Imperial Garrison stationed at the bridge which is equally capable of enforcing Imperial tolls as it is at holding invading armies at bay.
