Who is Joe? What's on his menu? How can he afford to run so many ads? His food must be delicious! Wikipedia serves up this info...
'Eat at Joe's' is a fictional or hypothetical everyman's restaurant. It's rhetorical use is often to describe a small, local business contrasted against large businesses or franchises.
This is clearly disinformation - Joe is definitely 100% real and I'll continue to support him.
