I don't think the Vs thought Alastor was dead, per se. They saw him /run/ from a fight (and assumed he was missing), so they'll probably hold his /defeat/ over his head and THAT's the 'power vacuum' they were talking about. Alastor always makes BIG shows of power, but when faced with a real threat, he got one shot and ran away. That's not great for his mysterious "I ended all the overlords (except Zestial)" image, and Vox (who undoubtedly recorded the whole thing) will absolutely use it as blackmail.
