I had difficulties to choose the right ambience color for this one, now I'm satisfied with it. In the PSD, I keep some backups to let you see how I separate things to work on ;3 Enjoy!

In this illustration, I have two layers with buildings , one with 10 pxl gaussian blur and the other 50 pxl. After that step, I've used some chromatic aberration effect :3
