Gomon looks an awful lot like a shark, but he is in fact, a dragon, one of the most powerful creatures within his world.
Gomon is the reincarnation of the Dreadwyrm Fafnir, as well as the Hero who slayed him, their souls cursed to be forever entwined.
As he mourned the death of his brother, the Voidwyrm Leviathan dedicated years of research towards bringing him back, and thus Gomon was born, it is also why he looks like a shark, as he was born of the Lord of the Seas.
Gomon however knows none of this, as Leviathan never intended to tell him, and so he just thinks he's a weird kobold (Lesser drakes born to serve the will of the dragons).
The source of a dragon's power is their hoard, which Gomon lacks (He's broke π) and because of this he happens to be much weaker than he could potentially be.
