To be fair, Thallions forms are all very top notch, if he were E Grade already he could likely give a chosen a good fight, although I cant be sure he would win. Basically Thallion specifically focuses of quality over quantity, whereas a lot of Shapeshifters seem to prioritize having much more forms over having a few very strong forms My guess is that most Shapeshifters are killed early on when they still have a flawed mentality of more is better, leading to a widespread misconception that Shapeshifters are weak in general

But then said powerful characters come across enemies that are heavily resistant if not immune to their main attacks like Ryan and those warriors
