The 2 hour special is actually my favourite, it really gives off the vibe of a movie, I remember watching this as a kid at night and it creeped me out so much because of the darkness, the OST, the shots of the bodies, it makes me miss this kind of animation and art style. Inspector Samezaki's VA is the same as the 3rd hokage in Naruto, maybe that's why it sounded familiar at first? That's where I recognized him from. As for the sonata remastered case I haven't watched it myself yet so I can't give a suggestion, but the new version of episode 1 is a definite no, it has spoilers, also bits and pieces of future episodes, the list with the OVAs and the movies tells you where to watch that too ^^
