Respectfully, the Soviet policy towards the question of incorporating the Donbas into the Ukrainian SSR, as described at around minutes 31-34, sounds contradictory. On the one hand, we're told that they were supposed to be autonomous and "had a right to leave," and so had to be equipped with an industrial base to support their autonomy. (In passing, that sounds risky, given that it would favor centrifugal forces, were they to emerge). On the other hand, we're told that it didn't matter who got the Donbas, since the Bolsheviks thought they were all going to live happily ever after. But if the latter were the case, why did the Bolsheviks care about making them autonomous?
