Repeal Signature Tweak

Ever get a NAP that you don't want, then have to go through and repeal it? But the way it is set up, you're more likely to get denied than approval. IT IS SO ANNOYING. So I decided to tweak this, so you're more likely to get approval, but you can still get denied. IT IS SO MUCH BETTER NOW. I can repeal to my hearts content now, and so can you!
This was made for patch 1.90 and is for Eco Living.
