The thing with Utsuro is that, yes there is a chance he could eventually die out if he kept dying on a planet far away from Earth, but 1. he wants to make sure there is absolutely no chance he could come back, and as long as Earth’s altana exists, that’s a possibility, however small 2. He also wants to end as much suffering (i.e. kill) as much as he can, as he nihilistically thinks that’s for the best. As for your opinion on the Slip Arc, I couldn’t agree more.
