Yes, about 40 Hs 123 were available, and yes CAS was essentially neglected at the start of the war. The experiences showed that it was needed but since the Hs 129 was in development, this was supposed to cover that demand. When it couldn't, fighter-bombers were put into that role.

If my memory doesn’t fail me the Luftwaffe just deployed around 40 Hs 123 for Poland and France and the Hs 123, although quite sturdy and well liked by their pilots, can be described as a modern machine.

One of her main characters, in her "Desert Peach" series was a Stuka pilot, and she illustrated what happened when a Spitfire pilot made the mistake of tailing a stuka, through a series of very tight, high-wing-load turns, instead of using some variation on the "yo-yo" climb-and-dive attack.

I found your description of the environment on the Eastern Front surprising, because I'd always assumed that the Soviets controlled the air later in the war as the Allies did in the West. I guess they simply didn't have the number of aircraft as the Allies did.
