You really have superb memory! Yes, for each level of soul ring, his Xuan Tian skill will also rise one level (it's coincidentally also 9 levels). I'm sure you know for Chinese martial arts, this inner power/Qi is the basis for cultivators. I believe when Tang San said, advanced soul master cannot learn Xuan Tian skills is mainly because the foundation of this internal power is not established, hence it's difficult for them.

As I've said before, I actually appreciate you doing that because one can get lost in the translation quite easily and miss out on important details. As for Tang Sect, it's Tang San's dream to establish a new Tang Sect in Douluo Continent. Tang Sect is mainly famous for hidden weapons and stealth attack. Tang San's Xuan Tian skills (e.g. purple demon eye, jade hands, controlling crane, catching dragon and the ghostly steps) are actually restricted martial arts reserved only for the inner disciples. If Tang San didn't steal it in his previous life, he would never have learned it. According to the novel (or to Tang San), the martial soul cultivation is in some ways conflicting with Xuan Tian skills. So unless you start learning Xuan Tian skills before the awakening of your martial soul, it's difficult to master two contradicting cultivation techniques. In the novel, Rong Rong and Mubai have asked Tang San to teach them his special skills, all he told them was that they have to give up their martial soul in order to practise the cultivation technique that he's using. Therefore Tang San cannot simply offer this skill to his new Tang Sect members. This special Tang Sect skills unfortunately was not developed further by the author, instead he focused more on the hidden weapons in this series. But in the later sequels, Tang Sect's special Xuan Tian skills became the foundation of all soul masters (apparently given by Tang San but we will never get to see it here because this story unfortunately doesn't cover it).
