The recap episode DID in fact get released TODAY (10/5) but it apparently wasn’t distributed to the US based streamers (aka Hulu). NEXT week is the first “counting” episode of the season. If you want to see this week’s recap episode (aka the recap episode) you can acquire it from the same source you get your Kamen Rider files from, since there’s no “official” release for it. (Wink Wink).
