This has been used for all her tattoos, creating a self-soothing compulsion for her to play with her body in a flirty way. As for why itโs a punishment to get all three, it is the institution telling her, โIf you donโt follow our exact instructions, it will be this much worse for you.โ She didnโt want even one tattoo, thinking they are low-class, and now she has four!
