This episode explains a lot about Shin's character. He was blamed for his parent's death while being strangled by his (presumably) only remaining family (his brother) while he was a just a child, probably creating a lot of guilt. Then he gains the ability to hear the tortured, twisted voices of his dead comrades 24/7, which gives him an advantage of knowing his enemies' moves in the battlefield, making him the last survivor among many of his former comrades, which in turn subject him to further torture by the voices of the ever-increasing number of fallen comrades. It's a vicious cycle of torture that began from his childhood. Oh, and not to mention the TON of survivor's guilt he probably feels. No wonder his emotions seem to be buried and fortified behind dozens of insurmountable walls.

Shin is the one who can hear the voices of the new legion made using the dead-soldier brains. The Para-Raid communications devices they use seems to connect the sensory perception between people. Basically, the only ones who can hear the voices of the dead are Shin, and those actively connecting to him with the PARA-RAID. So he hears the voices all the time, and his squad and Lena can only hear them when they are connecting to Shin with the PARA-RAID while the "Black Sheep" or "Shepherds" are nearby.
