Maybe use like 3 or 4, and if you can, randomize the movements somewhat so it's not as obvious it's a cycle. For the "overseer" she is just dead still standing there. Perhaps give her an idle animation of sorts as she watches. Better still, make her have reactions to certain changes to our subject. Just something to make her seem more alive.
