We get this question a lot, and it's definitely something which will go in the next edition of Delta Green: how do I roll the Delta Green equivalent of Library Use? It's actually something so simple we never even considered writing much of it out. But the long and the short of it is this:

Oh I always had players use search and spending some time when the skill was not obvious. Interesting.

Yeah. This would be poring through documents at a desk, or a few stashed books or files in a house.

"Have access to the internet or a library? Add +20%" What would be some examples of doing research without access to the Internet or library? Would it be attempting research with a single tome or textbook?

I just roll a 1d3 unless it's a revolver, bolt action or etc.

Yeah. We also said things like "a single weapon roll does not always represent one shot" but we still get reams of email about it.

Yeah, I know. I have about 2 dozen emails and various messages that say that explanation was not sufficient.

Agents Handbook, pg. 29: "There’s no designated skill for library use. Whether your Agent is sifting through microfilm or a database, look to the particular skill that’s involved in the research: History, Science, Medicine, etc. Some research may not need a skill (combing recent news archives, for instance), only a certain amount of INT and time.”
