Haven't finished the episode, my gut says either it was a person who witnessed the accident or even caused it originally, felt guilty, and then called in the fake accident knowing the original one would get discovered. Or someone stumbled upon the car accidently, and called in the fake accident so they wouldnt have to be involved or give a statement. Also, dude was def driving drunk.

Every dat cars go off the road, sometimes with a deathly results and sometimes nobody notice it. Every day people report accidents and sometimes the reports are false or the car is already gone when services are at the location. It is just statistics that both cross each other. It is like somebody that phones you while you just remember that person. Every day you think about people and people are calling you. Once in a while both happens at the same time.
