The first and only appearance in the show of Herb Powell's biological mother, who works at the carnival.

If you're hurling your glass of wine (I assume you drink a glass of wine while you read these) at the screen bellowing about how she is unnamed, you're right! But we do have a non-canon confirmation (a nonfirmation) of it in The Simpsons Uncensored Family Album:

In the fiction of this book, Marge is documenting the past of the Simpson lineage, the captions are hers, so we know who to blame when she says "I don't know what her name was" and the photograph is clearly signed with her name.

Here's a fun piece of Gaby trivia you'll not get anywhere else. On one Simpsons Wiki she is listed as "Unnamed carnival woman", but her description says "he was drawn to Gaby at first sight", and on the other Simpsons wiki she is named in the title but it says "he was drawn to the young female worker at first sight". I have never gotten to the bottom of what is going on with these duelling wikis but clearly one cribbing from the other.
