To kidnap and assault a Konoha citizen, especially one as esteemed as Satsuki Uchiha, is a grave offense. And then have they returned to such a state… bound and humiliated.”
He gestured vaguely, as if the very air in the office was polluted by the indignity suffered by his men.
Hiruzen took a slow puff from his pipe, allowing the silence to stretch, letting the Kumo ninjas stew in their fabricated outrage.
“Ambassador,” he finally responded, his voice calm, yet carrying the weight of his authority, “my understanding is that your shinobi were found attempting to abduct Miss Satsuki Uchiha. They were found deep within the Forest of Death, a highly restricted area for foreign shinobi. Furthermore, the ‘assault’ you speak of was, in fact, a defensive measure taken by a young boy protecting himself and his friend from abduction.”
The younger ambassador scoffed, unable to contain his impatience.
“A ‘young boy’? With all due respect, Hokage-dono, our reports indicate a level of skill far beyond what one would expect from a mere child. This smells of a planned ambush, a premeditated attack on our intelligence gathering mission!”
Hiruzen’s eyes narrowed slightly.
“Intelligence gathering? Trespassing on Konoha territory, attempting to kidnap a clan heir, and assaulting a civilian is hardly ‘intelligence gathering.’ It is a blatant violation of international law and the shinobi code.”
He leaned forward, his voice dropping to a low, dangerous tone.
“Let me be clear, Ambassador. Konoha takes the safety of its citizens, especially its children, with the utmost seriousness. The fact that your shinobi were not severely injured or worse, speaks volumes about the restraint shown by our… ‘young boy.’ Had they succeeded in their abduction, the consequences would have been far more severe.”
The elder ambassador visibly paled.
He knew the Hokage wasn't bluffing. The Uchiha clan was not to be trifled with, and the thought of their wrath, unleashed by a kidnapping attempt, was enough to make even a seasoned diplomat sweat.
“We… We apologize for the misunderstanding, Hokage-dono. Perhaps there was a miscommunication on our part. We assure you, Kumo has no desire for conflict with Konoha.”
Hiruzen observed them for another moment, then exhaled a plume of smoke.
“Good. Because if there is another ‘misunderstanding’ of this nature, the repercussions will be immediate and severe. Your shinobi will be held until a formal apology is issued by the Raikage and assurances are given that such an incident will never happen again. Additionally, Kumo will be responsible for all costs associated with this… regrettable incident.”
The ambassadors exchanged a nervous glance.
They had come expecting to intimidate, to posture, but they were now firmly on the defensive.
They knew they had been outmaneuvered, and the story of the ‘young boy’ who single-handedly neutralized six Kumo ninja would undoubtedly reach the ears of the Raikage, a tale that would not reflect well on their intelligence or capabilities.
