Rask wants to make the world, or at least his little corner of it, a better place for both prey and predator where both can find a better way to live without constantly fighting and killing one another. Stone Hollow can work for this goal, but only for a very small handful of predators.
Beyond more than a small handful of predators, it's simple logistics; where will you find enough food for them all? Foraging wouldn't be nearly enough. Fishing would work, but a river is limited unless it's a large one. Near a large lake or, even better, near the ocean would provide enough fish for even a large contingent of predators. But the problem there is that such a location would also be more open to attack without a lot of work unless they roll natural 20s when looking for the right location to set up base.
Of course, this also relies on the predators that join them having their heads screwed on correctly and being able to coexist with those that would previously have been lunch. Who knows, maybe Hemlock herself will somehow provide an answer to this conundrum? That is, an answer that's amicable for all parties involved. Whatever happens, I'll always be looking forward to the next page.
