No, not quite! The system has a couple of last ditch options you can employ to prevent a single loss meaning the campaign is over. Mostly you can drop a really big nuke on the angel to temporarily disable it, allowing you to retreat and try again, or an evangelion can go berserk (like unit 01 in the series) which means you win, but pay some kind of significant cost (loss of stats, important NPCs dying ect.) In this case unit 05 berserked.
