Toga never actually used Camie's quirk. Toga's base quirk is being able to transform into the physical appearance of the people that she drinks the blood of. Her recent quirk awakening allowed her to use the quirk of those she loves if she becomes them. Currently, the only people (that we are aware of) that she loves enough to do that are Uraraka and Twice.
