The reason that the Meryl moment was placed there was because she was talking about the butterfly effect, which was exactly what was happening with the fight - the single action of Spinner waking Kurogiri created a chain of events that would completely turn the tide of the fight. "The world can change with the power of one person" was said in-story for herself as she was using her position to protest, but narratively it was also a statement of Kurogiri changing everything.
