Imperialists using a hated minority to govern a satrapy in their behalf is basically an iron law of European imperialism. As an imperial power, you always want someone from a group that has no real local power base so they won't decide go out on their own. If Jewish Zionists had not been available, the Anglos would have simply used the Kurds, Armenians, Yezadi, or Takfiri in their place. However, having picked the Lansky mob for the job, Whitey McDollar might have picked a stooge with a little too much agency.
