Iran and Russia both have lots of very smart planners and intelligence analysts who must have seen this coming, maybe not the sudden collapse but surely a situation where they had to get out of Syria in a hurry. Meanwhile, having another 5 billion dollars to spend on Hezbollah, Iraq, or Yemen could do a lot. Plus it should help focus some minds in Moscow and Beijing on the stakes involved.
