I think they all believe that the war will end itself in 2 years. They were teaching that in school (when lena visited I believe, or at the very least Lena was taught that by the military so all the military should believe the same), and in a previous episode when Shen told Lena about all the black sheep, they mentioned that the Legion is specifically keeping a lot of their numbers farther out than the military can scan/sense/scout/whatever... so if the military is not aware that the Legion found a way around their clock, then it would make sense that their stance would be "just keep throwing 86 bodies at the problem to stall" rather than "whats the best way to efficiently use all resources to make sure we win". Because I agree with you that they are making stupid decisions IF their goal is to actually try to win, rather than just keep afloat.
