Who was the writer that your were talking about that researched the use of Biological Warfare during the Korean War?

My non-expert understanding is: There are civil applications of gain-of-function research such as the development of animal models of a human disease for medical purposes. Also, the umbrella terms gain/loss-of-function comprise a variety of topics in genetics, microbiology, immunology etc. Moreover, in my (limited) experience, academic research tends to lose sight of the purpose stated in grant applications but goes where the papers grow. That said, I don't mean at all to suggest that public health, for instance, is a priority for DoD funding …
