XBLAH's Modding Tool v2.1.0 & v2.1.1

These updates bring quality of life fixes and a native vtf compiler. This means the tool no longer depends on vtex.exe, so compiling vtfs should now be faster and less error-prone.
In these versions, there are the following new features:
- Editors now have appropriate root directories.
- Added an Entropy Zero mod template.
- LevelDesign tab lists now have icons.
- Added skybox listing to the material dashboard.
- Skybox files can now be loaded from the Materials dashboard.
- Skybox faces can now be rotated (Suggested by @lavasap13).
- All texture edits now use native vtf compiling.
- Added vtf to new file dialog.
- TextureViewer is now a Texture Editor.
There has also been the following fixes:
- Improved reading search paths in PackageManager.
- Refactored package reading.
- PackageManager files are now faster to be found.
- Improved FileExplorer folder and file listing.
- Fixed Up button of FileExplorerDialog not working.
- Fixed FileExplorerDialog search dialog.
- Improved directory creation in the file explorer dialog.
- Improved file creation in package manager.
- Improved game menu file loading and saving.
- Improved starting maps layout.
- Improved Clean Files file handling.
- Fixed some games not being detected or loaded properly.
- Fixed LevenDesign tab crashing for some Essentials users.
- Improved design of Game Menu editor.
- Improved LocatizationEditor layout.
- Improved Asset Extractor layout.
- Fixed asset extractor not finding vtfs of used skyboxes.
- Improved details editor layout.
- Fixed ModelEditor not properly loading textures.
- ModelEditor now properly saves its files.
- Fixed some games launching the dedicated server instead of the main game (Alerted by @lmfan3456).
- Fixed crash of details editor (@abraoriginal).
- Fixed detail files not being opened in details editor (@mark2580).
- Fixed not being able to add waves to soundscapes (@lavasap13).
